Copper Theft Leads to Arrests at Vacant Delaware Hospital

Wilmington, DE – Delaware State Police arrested two individuals for burglarizing the now-closed Emily Bissell Hospital in Wilmington. Officers arrested Colleen Floyd, 32, of Delaware City, and David Mitchell, 55, of Newark, following several alleged incidents of theft and trespassing at the abandoned hospital.

Authorities said they began investigating in August 2024 after receiving multiple reports of copper piping theft from the building. On September 8, 2024, at approximately 12:30 a.m., surveillance footage captured an unidentified man entering the facility. Days later, police conducted another stakeout and observed two suspects entering the building on September 10.

According to the police, both suspects were arrested after a search revealed burglary tools and stolen materials. Investigators reportedly linked Mitchell to the theft of copper piping.

Floyd and Mitchell were charged with multiple felonies, including burglary, possession of burglar tools, and criminal mischief. Floyd’s bond was set at $11,000, while Mitchell’s was set at $17,000. They are being held at local correctional facilities awaiting trial.
