Winnipeg, MB – Two Winnipeg residents are facing serious charges after police uncovered a dark web network where killing animals was allegedly required for access.

According to the Winnipeg Police Service, Irene Lima, 55, and Chad Kabecz, 40, were re-arrested Monday as part of an investigation named “Project Artemis.” Officers began investigating in May 2024 after receiving evidence from the Office of the Provincial Veterinarian showing videos of animal torture shared online.

Police allege Kabecz created a secret online group in June 2024, requiring new members to submit videos of themselves killing animals to gain entry. Over 75 animals were reportedly tortured and killed, with some incidents involving disturbing sexual components. Investigators also found encrypted communications discussing plans to harm a child.

Both suspects now face multiple charges, including causing unnecessary suffering to animals, conspiracy, and possession of child pornography. Authorities also revealed that Lima and Kabecz profited financially from distributing the disturbing content.

This case has drawn international attention as the investigation has expanded to other countries. Winnipeg police are urging the public to remain patient as legal proceedings continue.
