Lake County, IL Chiropractor Convicted in $600K Healthcare Fraud Scheme

Chicago, IL – A federal jury has convicted a suburban Chicago chiropractor on multiple healthcare fraud charges after prosecutors said he submitted hundreds of thousands of dollars in fraudulent insurance claims for services that were never provided.

According to the U.S. Attorney’s Office for the Northern District of Illinois, Seung Han Lim, 42, of Lincolnshire, was found guilty on 13 counts of healthcare fraud following a trial in U.S. District Court in Chicago.

Federal prosecutors said Lim owned and operated Movement Health and Rehab, also known as Motu Chiropractic and Motu Chiromassage, in Libertyville. Between 2016 and 2019, Lim allegedly submitted fraudulent claims to Blue Cross Blue Shield of Illinois for healthcare services that were never performed.

Authorities said some claims involved treatment purportedly provided on dates when either Lim or the patient was not in Illinois. Other claims allegedly billed services performed by another chiropractor to Lim and members of his family, despite prosecutors stating the services were never actually rendered.

According to court records, Blue Cross Blue Shield of Illinois attempted to audit the claims, prompting Lim to allegedly prepare false patient medical records and other documents in an effort to support the billing submissions.

Prosecutors said the scheme resulted in more than $600,000 in fraudulent billings to the insurer.

The jury returned its verdict on June 12 following a week-long trial. U.S. District Judge Franklin W. Valderrama has scheduled sentencing for Oct. 22, 2026.

Each healthcare fraud count carries a potential sentence of up to 10 years in federal prison, though the final sentence will be determined by the court.

The conviction was announced by the U.S. Attorney’s Office, the FBI’s Chicago Field Office and the U.S. Department of Labor Office of Inspector General.
