According to the Morris Police Department, recent updates to Illinois law and a newly adopted city ordinance are changing how and where electric scooters can be used. Officials say the goal is to improve safety for riders, drivers, and pedestrians as usage increases this season.

A statewide law that took effect on August 9, 2024, restricts e-scooter use unless authorized by local governments. In response, the City of Morris approved its own ordinance on August 18, 2025, allowing scooters under specific safety regulations and local limits.

Under the updated rules, riders must be at least 18 years old and can only operate scooters on public roads with speed limits of 30 miles per hour or less and fewer than four lanes. Sidewalk riding is discouraged and prohibited in certain areas, and only one rider is allowed per scooter.

Scooters must also be equipped with proper safety features, including a working brake, a white front light, and a red rear reflector or light for nighttime visibility.

Police are also emphasizing safety reminders, urging riders to wear helmets, stay alert at intersections, and avoid distractions while riding. In crowded or downtown areas, riders are encouraged to walk their scooters to reduce risks.
