Authorities conducted a felony traffic stop and identified the driver as Ryan Payne, 42, of Frontenac, Kansas. A passenger, Raymond Weaver, 34, of Arcadia, Kansas, was also in the vehicle.
Both men were arrested and transported to the Jasper County Detention Center in Carthage. Charges for felony stealing have been submitted to the Jasper County Prosecutor’s Office. The suspects are alleged to have been involved in the theft.
