Portsmouth, NH – New Hampshire State Police are asking for the public’s help after arresting a Portsmouth man accused of committing indecent acts while driving on Interstate 95, with investigators now believing there may be additional, unreported victims.

According to New Hampshire State Police, troopers assigned to the Troop A barracks responded around 2:34 p.m. on Monday, November 24, 2025, after receiving reports of a man allegedly performing a sexual act on himself while driving northbound on I-95 in Portsmouth. The behavior was reportedly visible to other motorists traveling along the busy highway.

Troopers located and identified the driver as Jonathan Ma, 27, of Portsmouth. Following further investigation, authorities obtained a warrant for Ma’s arrest. On Saturday, January 10, 2026, troopers took him into custody at a residence in Portsmouth without incident.

According to police, Ma has been charged with indecent exposure and lewdness, a subsequent offense, as well as a violation-level offense of negligent driving. Investigators say the negligent driving charge stems from the alleged conduct occurring while the vehicle was in motion on the interstate.

State Police said Ma was held in preventive detention at the Rockingham County Jail. He is scheduled to appear in Portsmouth District Court on Monday, January 12, 2026.

Troopers were assisted during the investigation by the Portsmouth Police Department. Based on information developed so far, State Police believe there may be additional victims or witnesses who have not yet come forward.
