ISP announced that 35-year-old Corey Roser of Rockford was charged with five counts of theft under $10,000, four counts of home repair fraud, and one count of official misconduct, all felony offenses.
According to the Illinois State Police Division of Criminal Investigation, Zone 2 agents began the probe after the Rockford Police Department requested an independent investigation into Roser’s on- and off-duty business practices. The alleged offenses occurred between 2024 and 2025.
Rockford Police placed Roser on administrative leave at the start of the investigation, officials said. After reviewing findings from ISP investigators, the Winnebago County State’s Attorney’s Office issued an arrest warrant. Roser reportedly surrendered to the Winnebago County Sheriff’s Office on February 2, 2026.
