Burlington, VT – The Weather Prediction Center has upgraded most of Vermont to a moderate flood risk (level 3 of 4) in the Day 4 Excessive Rainfall Outlook from 8 a.m. Friday to 8 a.m. Saturday due to the expected impacts from the remnants of Tropical Cyclone Debby.
