Davenport, IA – Two Davenport residents were sentenced to federal prison this week following a long-running crack cocaine distribution case that investigators say operated across the Quad Cities area for more than two years.
According to court documents and evidence presented during sentencing, Lloyd Demico Franklin, 44, and Michelle Collins, 40, were sentenced Tuesday in federal court after being convicted of conspiracy to distribute a controlled substance and distribution of a mixture containing cocaine base, commonly known as crack cocaine.
Prosecutors said the pair sold crack cocaine in the Quad Cities area from June 2022 through December 2024. During that time, law enforcement conducted 20 controlled purchases from Franklin and Collins, ultimately documenting the sale of more than 500 grams of crack cocaine.
Franklin received a 25-year federal prison sentence for conspiracy to distribute crack cocaine. He was also sentenced to an additional three years in prison for one count of distribution of a controlled substance. After completing his prison terms, Franklin will serve five years of supervised release.
Collins was sentenced to a three-year federal prison term for distribution of a controlled substance, followed by three years of supervised release.
Federal authorities emphasized that there is no parole in the federal prison system, meaning both sentences must be served as ordered by the court.
The sentencing was announced by U.S. Attorney David C. Waterman of the Southern District of Iowa. The case was investigated by the FBI Quad Cities Resident Agency, the Omaha FBI Field Office, the Moline Police Department, and the Scott County Sheriff’s Office.
Officials say the case highlights continued efforts by federal and local agencies to disrupt large-scale drug trafficking operations in eastern Iowa and western Illinois.
