Racine, WI: Registered Sex Offender Arrested for Filming Children Near School

Racine, WI – A registered sex offender was taken into custody after being reportedly observed filming children at a local grade school, according to the Racine County Sheriff’s Office.

Authorities began investigating Paul Shelton, 43, on March 7, 2025, after reports surfaced of him allegedly recording minors near a school in Racine. Officials confirmed that Shelton was not permitted on school grounds and had violated the conditions of his sex offender registration.

On March 13, law enforcement executed a search warrant at Shelton’s residence, where he was arrested. His significant other, Dana R. Kozeluh, 43, was also taken into custody for bail jumping related to a separate case. Racine County Child Protective Services assisted in placing their children into care.

Shelton faces multiple charges, including failing to update sex offender information, knowingly failing to notify a school of his status, and misdemeanor bail jumping. Kozeluh is charged with misdemeanor bail jumping. Both were transported to the Racine County Jail.

The Racine County District Attorney’s Office is reviewing the charges. Authorities urge anyone with additional information to contact the sheriff’s office.
