New Hampshire Arrests Two in Unauthorized Vehicle Inspection Scheme

Concord, NH – New Hampshire State Police arrested two Manchester residents for allegedly conducting unauthorized state vehicle inspections using stolen credentials.

On Oct. 31, troopers detained Alexis Sepulveda Rivera, 30, and Cristopher R. Rosado Rivera, 34, on charges related to computer crimes and inspection fraud. According to investigators, Sepulveda Rivera provided Rosado Rivera with login credentials from certified inspection employees who were temporarily out of state. Rosado Rivera, lacking proper certification, allegedly used these credentials to perform unauthorized inspections, entering false data into the state system.

The unauthorized inspections reportedly took place when certified personnel were unavailable, allowing Rosado Rivera to perform inspections he was not qualified to conduct. Authorities charged Sepulveda Rivera with two computer crime misdemeanors. Rosado Rivera faces four misdemeanors for creating counterfeit or unauthorized inspection decals.

Both individuals are scheduled for arraignment on Dec. 9 at Manchester District Court. Authorities urge anyone with relevant information to contact Detective Christopher J. Prenaveau at christopher.j.prenaveau@dos.nh.gov.
