According to the Montgomery County Sheriff’s Office (MCSO), detectives with the Gang Investigations Unit took Gary Moore into custody Thursday, October 16, 2025, in Houston on a felony warrant for jugging. The arrest follows a two-week investigation into an incident that occurred on October 2 outside a Planet Fitness in Magnolia.

Under Texas House Bill 1902, which took effect September 1, 2025, “jugging” refers to a form of theft where suspects follow victims from banks or ATMs intending to steal money or valuables. Lawmakers passed the bill in response to a surge in such cases across the state.

Authorities say Moore was identified after a joint effort between the MCSO Gang Investigations Unit, the Texas Department of Public Safety, and Harris County Constable Precinct 4. A warrant was issued on October 13, leading to his arrest by DPS agents at the Harris County Courthouse.

At the time of his arrest, Moore was already out on bond for an unrelated aggravated assault with a deadly weapon case in Harris County. He is currently held at the Harris County Jail and will be transferred to Montgomery County at a later date.

Officials praised the cooperation between local and state agencies in successfully locating and apprehending the suspect.
