According to the National Weather Service, wind chills as low as -25 degrees are expected in cities including Dubuque, Cedar Rapids, Iowa City, and Clinton. These dangerously cold conditions can cause frostbite in under 30 minutes if skin is exposed.

The advisory warns residents to take precautions by dressing warmly, wearing hats and gloves, and limiting outdoor activity. Portable heaters should be used safely, and generators must remain outdoors to prevent carbon monoxide poisoning. Officials recommend checking on elderly family members and neighbors and ensuring pets remain indoors.
