KANKAKEE, Ill. – A new statewide initiative could bring major relief to Illinois households struggling to pay utility bills.

Aqua Illinois has launched a Customer Assistance Program (CAP) that offers qualifying low-income customers a 70% discount on water and wastewater bills. The year-round program, introduced Monday, is being managed in partnership with the Dollar Energy Fund.

According to Aqua Illinois, the program aims to support income-eligible residents facing financial hardship. Rita Black, Director of Community Assistance Programs, said, “We are proud to introduce this new program to support our Illinois customers facing financial challenges. Sometimes we all need a helping hand, and this program is designed to do just that.”

Eligibility is based on gross household income. For example, a household of four may qualify if the gross monthly income is at or below $4,019, or $48,225 annually. The income guidelines scale with household size, and potential applicants are encouraged to use an online income calculator for confirmation.

To apply, customers can visit Aqua Illinois’ official website or the Dollar Energy Fund’s website to complete an application. Telephone assistance is also available by calling 1-888-282-6816.

This initiative is part of Aqua Illinois’ broader effort to increase affordability and accessibility of essential services across the state.
