Elmira, NY – Two inmates at the Chemung County Jail face additional felony charges after investigators allege they restrained, choked and repeatedly assaulted another inmate during a disturbance inside the facility.
According to the Chemung County Sheriff’s Office, Michael A. Campbell, 36, and Konner E. Scharborough, 24, were arrested on charges of second-degree assault and second-degree strangulation, both Class D felonies.
The investigation began after a corrections officer heard a disturbance on a jail cellblock at approximately 7:48 a.m. July 28.
Authorities said the officer responded and found two inmates involved in a disturbance with another inmate in a common area. The corrections officer intervened and stopped the incident before the Sheriff’s Office Criminal Investigation Division was called.
Investigators allege Campbell and Scharborough physically restrained the victim while holding his face under running water.
The Sheriff’s Office further alleges the two men struck the victim’s head against jail bars, stomped on his hand and choked him.
Authorities said the victim suffered physical injuries requiring medical attention from nursing staff at the Chemung County Jail. The Sheriff’s Office did not provide additional information about the extent of those injuries or identify the victim.
Campbell and Scharborough were subsequently arrested following the investigation.
Both men were already being held at the Chemung County Jail on unrelated charges, according to authorities. They are expected to be arraigned in Elmira City Court at a later date on the new charges.
The charges are allegations. Both defendants are presumed innocent unless proven guilty in court.
