Pikesville, MD – A Baltimore County man faces charges after a joint law enforcement operation linked him to a violent car rally in Philadelphia. Authorities have identified Juawarn Williams, 21, of Rosedale, as the accused in the September 22 car rally that reportedly devolved into a riot.

In a pre-dawn raid Wednesday, the Maryland Car Rally Task Force, alongside the Philadelphia Police Department, arrested Williams at his home without incident. He faces charges including reckless endangerment, disorderly conduct, and fleeing law enforcement, all stemming from the Philadelphia rally.

Williams remains in custody at the Baltimore County Detention Center, awaiting extradition to Pennsylvania. The Maryland Car Rally Task Force—comprised of Maryland State Police, the Maryland Transportation Authority Police, and multiple county departments—worked closely with Philadelphia authorities to locate and apprehend Williams.

This collaborative law enforcement effort underscores Maryland’s ongoing commitment to curbing illegal car rallies and exhibition driving. According to officials, the task force’s work is critical in mitigating dangerous driving behaviors that threaten public safety across the region.
