Flat Rock, IL – A 12-year-old homicide investigation in Crawford County has resulted in the arrest of a Flat Rock man on first-degree murder charges, according to the Illinois State Police.
According to Illinois State Police, Matthew V. Miller, 46, of Flat Rock, was arrested on Friday, July 24, 2026, following an extensive investigation into the 2014 shooting death of Norman England, 74, of Freelandville, Indiana.
Investigators said the case began on August 21, 2014, when the Crawford County Sheriff’s Office requested assistance after England was found deceased inside a relative’s rural residence near 3900 N. Highway 1 in Flat Rock. Authorities determined England had died from a gunshot wound.
In 2020, the Crawford County State’s Attorney’s Office referred the investigation to the Illinois State’s Attorneys Appellate Prosecutor (ILSAAP) for further review. Illinois State Police and ILSAAP continued investigating the case over the following years.
According to ISP, the evidence was ultimately presented to ILSAAP Special Prosecutor David W. Rands, who authorized three counts of first-degree murder against Miller on July 15, 2026.
State police took Miller into custody on July 24 and transported him to the Crawford County Jail, where he is awaiting his initial court appearance.
Authorities have not released additional details regarding the investigation or the evidence that led to the charges, citing the ongoing court proceedings.
The charges against Miller are allegations, and he is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.
