Rainfall at this rate will quickly create slick roads and pooling water on major routes including I-95, I-76, and the Schuylkill Expressway. Low-lying underpasses in Center City and flood-prone intersections in Camden and Chester may take on water within minutes, reducing visibility and slowing traffic.
