Juneau, WI โ€“ Dodge County Sheriffโ€™s deputies have arrested a Hartford man in connection with a $160,000 bank fraud scheme allegedly involving the use of a false identity in Lomira.

According to the Dodge County Sheriffโ€™s Office, the investigation began in July 2025 after a local bank reported that an individual had obtained fraudulent checks from another personโ€™s home equity line of credit. Deputies with the Lomira Contract investigated and identified 43-year-old Jesse A. Clingan of Hartford as the alleged suspect.

Clingan was arrested and booked on fraud-related charges. Investigators said the case remains active as they work to determine whether any other individuals were involved. No further information has been released at this time.

Sheriff Dale J. Schmidt credited the Lomira Contract program and Sergeant Don Counardโ€™s leadership for the success of the ongoing fraud investigations. Counard, who oversees Lomiraโ€™s law enforcement services, was praised for his experience and professionalism, which the sheriff said โ€œbrought tremendous value to the residents of Lomira and Dodge County.โ€
