According to the Yamhill County Sheriff’s Office, Robert A. Koester, 41, was sentenced February 20 in Yamhill County Circuit Court to 50 years in the Oregon Department of Corrections. The charges stem from an investigation that began in 2018.

Authorities said the case originated as a referral from the FBI and the City of Carlsbad Police Department regarding concerns about sexual assaults involving multiple victims at a residence in the 16000 block of NW Meadowlake Road in rural Carlton.

On November 19, 2018, investigators served a search warrant at the Meadowlake Road property. The FBI, Salem Police Department, McMinnville Police Department, and Newberg-Dundee Police Department assisted in the investigation. Officials reported that numerous pieces of physical and digital evidence were recovered.

Investigators alleged Koester, a professional photographer, used his position to exploit women, juveniles, and adults. Authorities said evidence and victim interviews indicated victims were allegedly given substances that rendered them unconscious before being subjected to sexual abuse.

The case resulted in two indictments involving 17 identified victims. Prosecutors with the Yamhill County District Attorney’s Office handled the case. Authorities also worked with agencies in San Diego County and U.S. Attorneys’ Offices in both California and federal jurisdictions.

Sheriff Sam Elliott thanked victims for their cooperation and advocacy support organizations for assisting throughout the years-long investigation.
