Winnipeg, MB – Two Winnipeg residents have been arrested on allegations after an investigation revealed videos of animals being tortured and killed were posted on the dark web.
The Winnipeg Police Service launched the investigation, Project Artemis, after receiving a report in August 2024 from the Office of the Provincial Veterinarian Animal Welfare. The report included disturbing content of animal cruelty involving around 10 cats. Investigators believe the content was posted by suspects from Winnipeg.
Officers executed a search warrant in the Lord Roberts neighborhood, seizing evidence and arresting Irene Lima, 55, and Chad Kabecz, 40. Both face multiple charges, including causing unnecessary suffering to animals and failing to provide medical attention to injured animals.
Both individuals remain in custody. Police continue investigating whether these incidents are linked to recent cat deaths in the Point Douglas area. However, officials currently treat these situations as separate investigations.
The public is urged to report any concerns about animal welfare to the Provincial Veterinarian Animal Welfare or anonymously to Crime Stoppers.
