Winnipeg, MB – Winnipeg police have announced a new arrest and additional charges in an ongoing child abuse investigation involving foster parents, after another child came forward alleging assault while in their care.
According to the Winnipeg Police Service, the Child Abuse Unit has continued investigating two foster parents initially charged in September in connection with a critically injured child at their residence. On November 24, 2025, a 26-year-old male was re-arrested and charged with Assault with a Weapon and Failing to Comply with an Undertaking after another child reported being assaulted while under his care.
Police said the accused was detained in custody following the new charges.
As previously reported, officers responded on September 19, 2025, to a residence in the city’s north end after receiving a report of a child suffering from serious injuries. The child was transported to hospital in critical condition and later determined to have sustained life-altering injuries. Three additional children in the home were also taken to hospital for medical assessment.
Investigators later determined that between September 17 and September 18, the critically injured child did not receive immediate medical attention. Police say one of the additional children showed signs of being assaulted but was listed in stable condition.
A 25-year-old female foster parent has been charged with Aggravated Assault, Assault, and Failing to Provide the Necessaries of Life. She remains in custody. The 26-year-old male was previously charged with Failing to Provide the Necessaries of Life and had been released on an undertaking before his re-arrest.
Police have not released the identities of the accused to protect the privacy of the youth victims.
