Winnipeg, Manitoba — Two men were arrested in a months-long investigation into a stolen vehicle confrontation involving a firearm discharge in Winnipeg.
According to the Winnipeg Police Service, members of the Major Crimes Unit arrested 38-year-old Tristan Provinciano and 37-year-old Matthew Plumridge on Wednesday, March 11, in connection with a Nov. 23, 2025 incident in the 1–99 block of Philip Lee Drive.
Investigators say the case began around 3:20 p.m. when the two men allegedly attended a surface parking lot to install a stolen Québec license plate onto a 2014 Dodge Ram and remove an Arizona plate from a parked 2018 Ford F-150.
Police allege the situation escalated when a BMW driver confronted the Dodge Ram. For unknown reasons, the driver of the Dodge allegedly accelerated and rammed the BMW into the parked Ford F-150.
Both occupants then exited the truck, and investigators say one individual allegedly discharged a firearm toward the BMW driver. The BMW driver reportedly returned fire before both parties fled on foot. Authorities said the individuals involved were believed to know each other.
No injuries were reported.
Police recovered and seized a sawed-off .22-calibre rifle, and both vehicles involved were taken as evidence. Officers also located additional .22-calibre ammunition inside the Dodge Ram, according to investigators.
The Major Crimes Unit later identified the suspects and obtained arrest warrants. Officers attended the Milner Ridge Correctional Centre, where both men were being held on unrelated matters, and placed them under arrest.
Provinciano faces multiple charges, including assault with a weapon, dangerous operation of a conveyance, weapons possession offences, and theft-related charges. Plumridge is charged with unauthorized firearm possession, prohibited device possession, theft under $5,000, and failing to comply with release orders.
Both men remain in custody.
One neutral point noted by investigators is that incidents involving firearms in public parking areas can pose risks for nearby residents, workers, and students traveling through the area.
