According to the Windham County Sheriff’s Office, the incident occurred around 3:30 p.m. Sunday when deputies observed a vehicle traveling at 73 mph in a posted 40 mph zone along VT Route 9, a busy east–west corridor connecting southeastern Vermont communities.
Authorities identified the driver as Anthony T. Rubino, 22, of Pittsfield, Massachusetts. According to police, Rubino was stopped without incident and was later charged with excessive speed, a criminal offense under Vermont law when a driver exceeds the speed limit by 30 mph or more.
Investigators said Rubino was released at the scene on a citation and is scheduled to appear in Windham Superior Court, Criminal Division, on February 24, 2026. No bail was required. In addition to the criminal charge, Rubino was also issued a civil traffic ticket for speeding.
