Prophetstown, IL – Illinois State Police (ISP) arrested a 55-year-old Prophetstown man this week following an investigation into reported injuries to a 12-year-old child.
According to ISP, Special Agents from the Division of Criminal Investigation Zone 2 arrested Earl D. Chinn Sr. on charges including Aggravated Battery to a Child with Great Bodily Harm (Class X felony), Aggravated Domestic Battery (Class 2), Aggravated Battery of a Child (Class 3), and Domestic Battery (Class A).
The Prophetstown Police Department initially received a report from a concerned citizen who noticed the child with visible facial injuries. Following a joint investigation, agents determined that the child had also sustained a previously unreported broken arm.
On October 8, 2025 (Wednesday), the Whiteside County State’s Attorney’s Office approved the charges, and a warrant was issued for Chinn’s arrest. ISP Special Agents located and arrested him without incident. Chinn is being held at the Whiteside County Jail.
Authorities emphasized that the charges are allegations only, and the defendant is presumed innocent until proven guilty in court.
