Despite efforts to revive him, Ballou was pronounced dead at the scene from injuries sustained in the collision.

Preliminary findings indicate that Ballou had parked his vehicle in the Dollar General lot near the intersection of Eagle School Road and Shepherdstown Road. He reportedly walked into the roadway where he was hit by a westbound SUV. Witnesses described the vehicle as a small to mid-size SUV, dark in color. The driver did not stop or return to the scene.
