Under the expanded law, drivers must take action when a disabled vehicle is pulled over on the shoulder and at least one of the following conditions is present: hazard lights are activated, emergency warning devices or flares are set out, or people are outside the vehicle and visible to traffic.

On multi-lane roads, motorists are required to change lanes away from the stopped vehicle when it is safe to do so. On single-lane roads, or when changing lanes cannot be done safely, drivers must slow down substantially and proceed with caution while passing.

The sheriff’s office referenced a December 12, 2008, incident in Washington County in which a deputy was struck from behind by a semi-truck while conducting a traffic stop on U.S. Highway 45 near Decorah Road. The deputy survived and continues to serve the community.

Law enforcement officials stress that a single decision behind the wheel can save lives — not only those of emergency responders, but also everyday drivers dealing with breakdowns or mechanical issues.
