Washington County, MN – A Washington County jury has convicted Billy Ray Wiley on multiple charges connected to a human trafficking and sexual assault case investigated by the East Metro Human Trafficking Task Force (EMHTTF).
According to the Washington County Attorney’s Office, Wiley was found guilty of two counts of sex trafficking, one count of first-degree criminal sexual conduct, and one count of third-degree criminal sexual conduct. The jury also identified aggravating factors that allow for a sentence above standard state guidelines. Sentencing is scheduled for the second week of January.
The case began on June 30, 2025, when Washington County deputies responded to a Mahtomedi apartment complex after reports of a 14-year-old girl in distress. Investigators determined the teen had been given drugs and allegedly sexually assaulted. Surveillance video later showed Wiley bringing multiple intoxicated females to the same apartment in prior weeks.
Investigators identified Wiley as the individual transporting juvenile females to an apartment owned by Michael Lewis, who was also charged in connection to the case.
Sheriff Dan Starry commended the efforts of local and regional law enforcement, stating that agencies remain committed to “vigorously investigating and charging those who exploit juveniles and adults.”
Anyone with information about potential trafficking activity in the East Metro area is urged to contact the EMHTTF at 651-430-7825 or dial 911 if immediate danger is suspected.
