According to the task force, investigators from the Washington County Narcotics Task Force worked alongside special agents from the DEA’s Hagerstown Regional Office, deputies from the Washington County Sheriff’s Office Strategic Enforcement Unit, and officers from the Hagerstown Police Department Community Suppression Unit during the joint operation conducted Tuesday.

Authorities say the operation targeted alleged possession and distribution of illegal narcotics within Washington County. Investigators reported seizing several hundred gel capsules containing suspected fentanyl. Additional arrests were made for trespassing and possession of drug paraphernalia.

The following individuals were arrested and transported to the Washington County Detention Center:

  • Michael Cannon, 25, of Baltimore, Maryland, was charged with multiple offenses, including allegedly distributing and possessing fentanyl and heroin with intent to distribute, possession of controlled dangerous substances not including cannabis, and possession of drug paraphernalia.
  • Jeromy Hallmark, 34, of Hagerstown, Maryland, was charged with allegedly possessing controlled dangerous substances, possession of drug paraphernalia, and firearms and other weapons offenses.
  • Dexter McDonald, 49, of Hagerstown, Maryland, was charged with trespassing on posted property, allegedly possessing controlled dangerous substances not including cannabis, and possession of drug paraphernalia.
  • Victor Fowlkes, 65, of Hagerstown, Maryland, will be charged by way of criminal summons for allegedly committing a nuisance and distributing controlled dangerous substances.

Officials emphasized that the investigation remains ongoing and additional enforcement actions are possible.
