Upper Midwest Weather Preview: Rain and Cold Winds Likely for Minnesota, Wisconsin & Michigan on Halloween

Minneapolis, MN – The Upper Midwest may need umbrellas and heavy jackets for Halloween this year as cold air and moisture team up to create a damp, blustery end to October.

According to the NOAA Climate Prediction Center, much of Minnesota, Wisconsin, and Michigan faces above-normal precipitation between October 25 and 31, 2025. That means rain — and possibly a few early flurries — could arrive right as trick-or-treaters hit the streets.

Meteorologists say a strong cold front will likely sweep through the region in the days leading up to Halloween, dragging temperatures from the 60s into the 40s or even upper 30s. The setup looks more like November than October, with gusty winds off the Great Lakes and scattered rain showers spreading across the region.

For families, that means it’s time to think practical. Waterproof footwear, gloves, and layered costumes will be key for staying comfortable. Reflective rain gear is especially useful — darker skies and wet pavement can reduce visibility for drivers. Parents may also want to shorten outdoor plans or seek indoor alternatives such as mall trick-or-treats or community centers.

While forecasters caution that details could shift, confidence is growing for a wet, chilly Halloween across much of the Upper Midwest. “It’s shaping up to be one of those classic sweater-weather Halloweens,” said one meteorologist Friday. “Just make sure the costumes are warm — and maybe pack a thermos of hot cocoa for the road.”
