According to the New York State Police, the Troop K Community Stabilization Unit conducted the stop around 2:01 p.m. on October 30, 2025, in the Town of Ulster for multiple vehicle and traffic law violations.

The driver, identified as Colin F. Hill, 48, of East Dorset, Vermont, and passenger Correy G. Smith, 32, of Brooklyn, New York, were questioned after K-9 Vinn alerted troopers to the presence of narcotics. A subsequent search of the vehicle uncovered approximately 251.5 grams of cocaine and 51.5 grams of ketamine.

Both Hill and Smith were arrested and charged with multiple felonies, including Criminal Possession of a Controlled Substance in the 1st Degree (Class A-I Felony), Criminal Possession with Intent to Sell (Class B Felony), and Criminal Use of Drug Paraphernalia in the 2nd Degree (Class A Misdemeanor).

State Police said the two suspects were transported to the Ulster County Centralized Arraignment Part Court and remanded to the Ulster County Jail without bail pending further proceedings.
