Crossville, TN – A year-long narcotics investigation in Cumberland County has led to major federal indictments and arrests tied to a fentanyl trafficking ring authorities say fueled deadly overdoses across the region.
According to the Cumberland County Sheriff’s Office, the investigation began in October 2024 after local narcotics investigators flagged a rising fentanyl overdose crisis. Since then, the county has recorded at least 19 confirmed fentanyl deaths and six additional suspected overdose deaths.
Investigators traced the primary supply line back to Davidson County resident Justin Octavius “J Roc” Toliver, 36, who was indicted in July on federal drug and firearms charges. Authorities said Toliver was the main supplier for Cumberland County’s fentanyl network.
On September 10, 2025, a federal grand jury indicted 12 additional Cumberland County residents on charges including conspiracy, distribution of fentanyl, methamphetamine trafficking, and possession of firearms in furtherance of drug crimes. The suspects, ranging in age from 23 to 49, were arrested during coordinated SWAT raids on September 29. Two others were later arrested in Florida with FBI assistance.
Sheriff Casey Cox called the operation a “significant step in combating the illegal drug crisis,” noting the charges send a clear message that law enforcement will “pursue relentlessly” those who traffic fentanyl in the county.
All 13 suspects are now in U.S. Marshals custody and will be prosecuted in federal court. The sheriff’s office said the investigation remains ongoing, with additional arrests and indictments possible.
