Springfield, Illinois – A Senate-approved bill aims to expand funding access for fire departments by raising loan limits and reducing administrative delays.
According to State Sen. Patrick Joyce, Senate Bill 3018 would allow larger loans for fire trucks, ambulances, and fire station upgrades while restructuring how funds are managed.
The measure shifts loan funding from a state treasury-held account to locally managed funds under the Illinois Finance Authority (IFA). Joyce said the change is intended to streamline repayment and distribution, cutting unnecessary administrative steps that currently move funds between multiple state entities.
Under existing law, repayments flow from the IFA to the state treasury and then back to the Office of the State Fire Marshal, creating what officials describe as inefficiencies. The bill eliminates that cycle, which Joyce said could reduce costs and improve access to capital.
“As our cities and towns continue to grow, local fire departments must grow with them,” Joyce said, emphasizing the need for updated equipment.
Illinois State Fire Marshal Michele Pankow said rising costs for fire apparatus have made it increasingly difficult—especially for small or volunteer departments—to afford essential vehicles. She noted that expanding loan caps would help departments invest in modern, reliable equipment needed for emergency response.
The Senate passed the bill with bipartisan support. It now moves forward in the legislative process.
The proposal could be particularly relevant for smaller communities facing budget constraints, as well as for first responders managing aging fleets.
