Authorities said his driving caused one of his tires to shred, forcing him to pull to the shoulder near the 120-mile marker and flee on foot.
Deputies reported Bailey ran into the woods, where he was soon located while trying to cross a creek. He was taken into custody without further incident.
Bailey was charged with felony eluding law enforcement, two counts of possession of a Schedule I/II narcotic, reckless driving, obstruction of justice, and driving without a license. He was transported to the Rappahannock Regional Jail and held without bond. Officials added that additional charges may be pending.
The sheriff’s office said the same vehicle had allegedly evaded deputies during a separate pursuit earlier in the week on September 3. No injuries were reported in either incident.
