Around 3:50 p.m., a Spokane Valley police sergeant located the SUV near East Mansfield Avenue and East Mirabeau Parkway. Deputies said Northrup allegedly fled as officers attempted a traffic stop, driving into a business parking lot in the 13800 block of East Indiana Avenue.
