Spokane Valley, WA – An alert Spokane Valley Sheriff’s Deputy arrested three people Tuesday evening after a traffic stop revealed two felony warrants and a suspected impaired driver.

According to the Spokane County Sheriff’s Office, the incident happened around 7:10 p.m. on November 5, 2025, when a deputy spotted a silver Chrysler 200 traveling south on Pines Road near East Trent Avenue. The deputy recognized the vehicle as possibly the same one that had fled law enforcement the previous night.

After running the license plate, the deputy confirmed that the registered owner, 32-year-old Cody T. Spolar, had an active Washington State Department of Corrections felony warrant for escape from community custody stemming from a second-degree assault conviction.

When the Chrysler turned into a parking lot near Pines Road and Mansfield Avenue, the deputy initiated a stop with backup units responding to assist. Four adults were inside the car, including Spolar and the driver, identified as 37-year-old Courtney R. Madsen. Another passenger, 24-year-old Josephine A. Kelly, was also found to have an active felony warrant for second-degree burglary.

Deputies reported that Madsen showed signs of impairment, and after field sobriety tests, she was arrested for suspicion of driving under the influence. A search warrant was granted for a blood sample, and the vehicle was seized pending a search warrant after deputies observed suspected drug paraphernalia inside.

All three suspects were booked into the Spokane County Jail. Kelly’s total bond was set at $2,000 for her felony and misdemeanor theft charges, while Spolar was held without bond on his DOC warrant.
