ROCKFORD, IL – Authorities say three viable explosive devices were discovered inside a home on the 1600 block of North Church Street on Thursday, prompting a response from the Rockford Police Department Bomb Unit.
According to police, officers were notified on December 3, 2025, about possible explosives found in the residence. When the bomb unit arrived, they located and safely recovered three devices, which were determined to be viable explosive/incendiary devices.
The items were safely removed from the scene and will be properly disposed of by RPD’s Bomb Unit.
After reviewing the evidence, the Winnebago County State’s Attorney’s Office authorized charges against Joshua Kelce, 29, of Rockford, for possession of explosives/incendiary devices. Kelce remains in custody on unrelated charges.
Police emphasize that this remains an active investigation, and additional charges could follow.
