Authorities said the investigation uncovered evidence that synthetic cannabinoids were allegedly trafficked into the jail, contributing to the overdoses. The findings were forwarded to the Rock County District Attorney’s Office for review to determine whether criminal charges will be filed.
The individuals referred include five inmates and two civilians connected to Beloit and surrounding areas. Alleged offenses include conspiracy to deliver synthetic cannabinoids, delivery of illegal articles to inmates, recklessly endangering safety, and bail jumping. Several of the referrals are listed as repeat or second and subsequent offenses.
Those identified include inmates housed at the Rock County Jail, New Lisbon Correctional Institution, and Waupun Area Jail, as well as individuals residing in the City of Beloit. One referral also includes allegations of distributing hazardous substances and imitating controlled substances.
Sheriff Curtis N. Fell said the investigation remains ongoing and additional criminal referrals are possible. Criminal complaints will be filed only if approved by the Rock County District Attorney’s Office.
