Richmond, Va. – Severe thunderstorms and excessive rainfall could bring flash flooding and damaging winds across much of Virginia on Wednesday, with the greatest risk expected from the afternoon into the evening hours.

According to the National Weather Service and Storm Prediction Center, a large swath of the Commonwealth—including Richmond, Roanoke, Fredericksburg, and Virginia Beach—is under a slight risk for both flash flooding and severe weather on July 9. The storms will be “rain-efficient,” producing heavy downpours in short bursts that may overwhelm storm drains and low-lying areas.

Localized flash flooding is most likely in urban corridors along I-64 and I-95, especially in areas like Alexandria, Lynchburg, and Norfolk. In addition to heavy rain, storms may also produce strong downburst winds and isolated power outages. Drivers are urged to avoid flooded roads, and residents in flood-prone zones should prepare to move to higher ground if needed.

The Weather Prediction Center warns that high rainfall rates may exceed 1–2 inches per hour beneath the strongest cells. Communities in southwest Virginia near Bristol and Norton may also see strong storms, though the flood threat is lower there.

Threats remain elevated through Wednesday night. Additional watches or warnings may be issued during the day.
