Detectives said 43-year-old Matthew Phelps was arrested Tuesday, October 14, after deputies saw him driving with a child in his vehicle. The child reportedly belonged to a friend of Phelps.

According to investigators, the protection order prohibited Phelps from having any contact with individuals under 18. Deputies conducted a traffic stop and arrested him without incident. Authorities said Phelps allegedly admitted knowing he was not permitted to be around minors.

Phelps was booked into the Pueblo County Jail, where he remains held without bond.
