The incident occurred around 9:50 p.m. on January 16, 2026, when a patrol sergeant stopped a vehicle traveling eastbound near Portola. Deputies identified the driver as Robert Appley, who was on active probation. During a probation search, authorities allegedly located alcohol, a firearm holster, and methamphetamine in the vehicle.

Following the arrest, investigators obtained a warrant to search Appley’s Quincy residence and a second vehicle associated with him. The searches reportedly uncovered additional controlled substances, ammunition, and a firearm.

Appley was booked into the Plumas County Jail and faces multiple felony and misdemeanor charges, including possession of a controlled substance, possession of drug paraphernalia, being a felon in possession of a firearm, and violation of probation.

No injuries were reported, and a female passenger was not arrested. Deputies assisted her in reaching her destination.
