Pinellas County, FL Man Arrested After Fatal Gulfport Bicycle Crash

Investigators say a 38-year-old woman was struck and killed on 49th Street.

Gulfport, FL – A woman was killed and a driver arrested after a fatal vehicle versus bicycle crash in Gulfport late Saturday night, according to the Pinellas County Sheriff’s Office.

Deputies said the crash happened September 20, 2025, at about 10:08 p.m. on 49th Street near 10th Avenue South. Investigators allege 22-year-old Xavier Omar Rigby was driving a 2021 Nissan Altima at a high rate of speed when he struck 38-year-old Kjersten Aileen-Hermance Strang, who was riding her E-bike in the curb lane.

According to investigators, Strang was thrown from her bike and landed on the windshield. Rigby allegedly drove for nearly eight blocks before Strang was dislodged, then left the scene without calling 911. Strang was pronounced dead at the scene.

Deputies said Rigby was later located at a St. Petersburg address by police. He allegedly showed signs of impairment and refused sobriety tests. Rigby was arrested and charged with Leaving the Scene of a Crash Involving Death, Vehicular Homicide Leaving the Scene, and DUI Manslaughter. He was transported to the Pinellas County Jail.

Authorities confirmed that Strang’s next of kin has been notified. The investigation remains ongoing.
