According to state police, the body of the 25-year-old was discovered during the early morning hours of April 19, 1990, inside her vehicle at a carwash in Carbon, Hempfield Township. Investigators say she was found deceased from strangulation.

At the time, Waggoner was living in South Greensburg with her boyfriend and his mother while working as an assistant manager at a local RAX fast-food restaurant. Police say she left home the night before to buy cigarettes and wash her car.

The operator of the carwash reportedly saw Waggoner vacuuming her car alone before closing for the night. Around 5 a.m., an officer on patrol spotted her vehicle still parked in the same location and found her unresponsive inside.
