Rochelle, Ill. — The Illinois Department of Transportation will begin a multi-year project to reconstruct the interchange of Interstate 39 and Illinois 38 at exit 99 in Rochelle. The project will begin on Monday, July 7. It is expected to be completed by the end of June 2027.
The work zone for this project includes the interchange and on Illinois 8 from Dement Road to Mulford Road. The project, which is budgeted at an estimated $23.9 million, will reconfigure the current diamond interchange into a diverging diamond design. The work will also improve the structure carrying Illinois 38 over I-39 as well as the intersection of Illinois 38 and Dement Road. The intersection improvements include culvert replacement, new lighting and traffic signals, and a multi-use path across I-39.
Throughout the project, one lane of traffic will be available at all times. Traffic will continue to shift as the project progresses. Interchange ramps will be controlled by temporary signals.
