New Lenox, IL – A Joliet man, identified as a registered sex offender, has been arrested and charged with multiple felony counts after he was allegedly caught recording videos of juveniles and an adult inside a New Lenox Wal-Mart, police said.

According to a press release from the New Lenox Police Department, officers responded to the Wal-Mart on July 2 at approximately 4:45 p.m. after a store employee reported witnessing a man allegedly using a camera to take a photo underneath the clothing of an adult female customer. The employee confronted the suspect, who then fled the scene.

Authorities say the same suspect was later identified as 61-year-old Paul T. Raibley, a registered sexual predator from Joliet. On July 18, around 11:57 a.m., officers were again dispatched to Wal-Mart after reports of a male allegedly taking pictures of children using a disguised camera. Wal-Mart Asset Protection followed the suspect and notified police, who arrived on scene and confirmed Raibley’s involvement through store surveillance video.

Investigators reportedly found a small camera disguised as a key fob in Raibley’s possession, along with videos on both the key fob and Raibley’s phone showing images of adult and juvenile subjects at Wal-Mart. Additional evidence obtained from a search of Raibley’s Joliet residence allegedly included dozens of videos of juveniles in public settings, according to police.

Raibley was charged with three counts of Child Photography by a Sex Offender (Class 2 Felony) and one count of Unauthorized Video Recording (Class 4 Felony). He was transferred to the Will County Adult Detention Facility, pending a pre-trial detention hearing.
