According to the National Weather Service in Chanhassen, scattered thunderstorms are expected to develop after 1 p.m. Monday, with strong wind gusts and heavy downpours possible through the evening. Flood stage at Rockford has already hit 10.0 feet and is forecast to rise to 10.3 feet by Thursday, pushing some low-lying roads and riverside areas into hazardous conditions.
