Washington Township, MI – Macomb County officials have launched a new pilot program designed to improve communication between first responders and residents with cognitive or developmental challenges. The S.A.V.E.S. Project—short for Special-needs, Autism, Vulnerable-persons, Elderly, Safety—began this week in Washington Township and aims to give families new tools during emergencies.

According to the Macomb County Sheriff’s Office, families can enroll a vulnerable loved one by completing a Personal Emergency Profile and submitting it to the department. The individual’s information will be added to the S.A.V.E.S. database, and their home address will be flagged in the county’s 911 system. Families will receive educational packets that include autism wandering tips, dementia guidance, and home-safety checklists.

A second major feature is the Blue Envelope Program, intended to support drivers with special needs who may have difficulty communicating during traffic stops. According to officials, the envelope can hold a driver’s license, insurance, identification details, and an “About Me” form. A visible label alerts officers that the driver may have unique communication needs.

The project also includes vehicle window stickers and QR-coded decals that officers can scan to quickly access registration information during an encounter.

Sheriff Anthony Wickersham said the initiative will help deputies respond with “patience, clarity, and compassion,” especially during moments of crisis or confusion. Washington Township Supervisor Sebastian “Sam” Previti added that the program strengthens community preparedness and reflects strong partnership with law enforcement.

The county credited Rochester Police Department Chief George Rouhib and Officer Brenna Hogue for introducing the program and guiding early planning. If the pilot is successful, officials expect the S.A.V.E.S. Project to expand across all Macomb County jurisdictions.
