Sheriff Michael Bouchard said the doctor’s alleged role made the case even more egregious. “How can someone who has sworn the Hippocratic oath to ‘do no harm’ be involved in such absolutely violating and disgusting behavior?” he said in the release. “There needs to be a full reckoning for this at the bar of justice.”
Authorities said text messages recovered between Velugubanti and Fuligam reportedly show the doctor arranging sex with victims and discussing drug purchases. One trafficking victim told investigators that Velugubanti threatened to withhold medical care unless she complied with his demands.
Velugubanti’s charges carry a maximum penalty of 20 years in prison. His next court date has not yet been announced.
