Baltimore, Maryland – Life-threatening flash flooding has inundated east-central Baltimore and southwestern Harford counties Thursday afternoon, forcing road closures and stranding drivers as up to five inches of rain swamped the region.

According to the National Weather Service and local law enforcement, thunderstorms dumped three to five inches of rain across neighborhoods including Bel Air South, Carney, Perry Hall, and Joppatowne by 2:30 p.m. Although the rain has tapered off, major flooding persists on creeks, streams, and several major roads. Emergency officials report significant flooding on U.S. 40 near Joppa Farm Road in Joppatowne and warn that Philadelphia Road at Gunpowder Falls and Route 7 at Hall Street remain impassable.

Local police and Harford County 911 have confirmed numerous flooded vehicles and dangerous travel conditions on routes through Edgewood, White Marsh, Kingsville, and Magnolia. Residents are urged to avoid non-essential travel, never attempt to drive through standing water, and remain alert for updates. Power outages and delays in public transit may continue as crews assess damage.

This is the region’s most significant flash flood event this summer. Authorities are reminding the public: “Turn around, don’t drown.” The flash flood warning stays in effect until 4:15 p.m., and more advisories may follow as emergency crews monitor water levels.
