Baltimore, MD – A Baltimore City man is in custody after Maryland State Police allege he was involved in two separate armed road rage incidents in Baltimore County, culminating in an arrest outside his home on Monday.

According to a statement from Maryland State Police, the suspect—identified as Kelly Talbert, 31, of Baltimore—was arrested Monday after troopers linked him to road rage events reported on July 7 and February 4, 2024. Investigators allege Talbert pointed a firearm at other drivers on both occasions while traveling along I-695, one of Maryland’s busiest highways.

Police reported that the most recent incident occurred at approximately 6:00 a.m. on July 7, when a caller advised that a copper-colored handgun was brandished in their direction on the outer loop of I-695 near Wilkens Avenue. State troopers from the Highway Gun Crimes Initiative responded and began their investigation, ultimately identifying Talbert as the suspect.

Investigators say the case was linked to a similar road rage report from last year involving a tan-colored firearm on the inner loop of I-695 near Perring Parkway. During Monday’s arrest, Talbert allegedly assaulted two investigators but was taken into custody without further injuries. Troopers report that a search of his vehicle revealed a loaded tan-colored semi-automatic handgun.

Authorities stated that Talbert faces charges of first- and second-degree assault, as well as multiple firearms offenses. He is being held without bail at the Baltimore County Detention Center pending additional charges and the ongoing investigation.

Maryland State Police continue to urge the public to report gun crimes and road rage incidents. Anyone with information about this or related cases is asked to contact investigators at 410-538-1887. Callers may remain anonymous.
